Yes, in a way you are correct. Song starts with those words but the "name" of the song is "Ne Soniye", according to IMDb and many web sites.

I have bought this song as part of a compilation of Mohd. Rafi songs. It
clearly states there that the title of this song is "Mujhse Bhala Yeh
Kaajal Tera".
