Could someone please explain to me why some of the lines in this movie are
spoken in English? Were they overdubbed, or is this just a result of India
being ruled by the British for so long?

English is very commonly spoken in India and it's not uncommon for people
to switch among two or even more languages in conversation. Usually if an
Indian-made movie is dubbed, it's dubbed in another Indian language for
release in another part of the country. (Telugu movies are frequently
dubbed in Hindi for example.) Dubbing in English isn't unheard of, but it's
not common. I don't recall a lot of English dialogue in "Banaras", though
there may have been some when Urmila meets the doctor.

Okay, thank you for clearing that up. The movie 'Water' was where I first
noticed it, and was just wondering.

Actually "Water" was made by expatriate director Deepa Mehta and was
actually filmed in *both* English and Hindi (and shot in Sri Lanka because
of political pressure). Each scene was shot in English and then re-shot in
Hindi. Strangely enough, the girl who plays the lead doesn't speak *either*
language and simply learned her lines phonetically as she needed to deliver
them. There have been other films made in India that were filmed in English
though. Notably and recently Slumdog Millionaire.

Thank you once again! I had been aware of the political pressure (as it was
documented on the DVD), but did not know that the girl could not speak
either of the languages. I have not sen Slumdog Millionaire, as my tastes
tend to gravitate toward more obscure Indian films with a decent spiritual
or moral message.Any other films like this one that you might recommend?

no they are not over dubbed.. in india there are more than 18 mazor
languages. So to make it simple we prefer English as our secondry
