This is more like a poem "kavita" and not exactly a ghazal. Jagjit Singh has sung many ghazals but this is not one.
I don't think its "Kharri Boli" as the words used are purest form of Hindi. You will find Kharri Boli in things like dohas from Raheem, Kabir etc.
example of khari boli:

There have been only two strong PM's in India, one being Indira Gandhi and other being Atalji, if we could have either of the two at present India would not be considered so weak in taking decisions.
